Should doctor's treat symptoms or just diseases.

My ISP CEO inspiried this since he is the sole director and share holder of the company the buck stops at him. ( He believes the isp shouldn't do anything about the symptoms of the problem regardless of wether or not they can fix a problem)

Should doctor's treat just the cause of a disease or should they also treat the symptoms?
