you must mean Model 4 since Model 3 is old now 
well, Model 4 was said to be in development in 1995, before Model 3 was even in arcades. Model 3 was late, should have been out by 95, didn't come out until 2nd half of 96. Model 4 was in development... actually being "speced up" in 95 according to Next Generation. But then as Dreamcast and NAOMI got moving, I guess things slowed on the Lockheed-Martin series of arcade hardware.
No idea if Model 4 would use PowerVR or even if there is a Model 4 anymore but NAOMI 3 is on the horizon.
With NAOMI 2 using the same PowerVR Series 2 chip that NAOMI used, (NAOMI 2 uses two of them) I'd expect that NAOMI 3 is going to use PowerVR Series4 (unreleased so far) or the upcoming Series5 which is due next year on 0.13 micron. I doubt Sega would use KYRO in NAOMI 3 since KYRO is based on Series 3 which is totally outdated.
