Let me explain something to you.
Real mail spam pays the post office which is part of the government. Therefore they make money off it and will not stop it.
Email spam is free to send and costs others money. Therefore they will stop it.

Those snail-mail spams that had the infamous "Postage will be paid by addressee" return cards in 'em I always used to wrap up a brick in brown paper and just glue the card to it.
