I remember form old demo scene that this was an effect you could recreate with sprites easily, but now it could be fun also to recreate it using OpenGL, Unity, DirectX, Unreal Engine 4, WebGL or whatever. Who is up for doing this as a little challenge, coming up with different ways to do it and collecting them here?
