Albatron is downclocking the 5900 (not U) from 425MHz to 400MHz. Why do I keep hearing the DustBuster again ?

Unless Nvidia officially stated that the 5900 non-ultra was going to ship at 425, I wouldn't consider this a downclocking.

Well, I know NV doesn't impose clockspeeds on its board makers, but wasn't 425 the supposed target for the vanilla 5900 ? If not, I stand corrected.

I thought there was two "Ultra" cards with the only difference being how much memory they have.
The strange thing is that on Gainwards page they say that the 5900U-256 has a coreclock of 400mhz but i thought it was just a typo.

Nope, I recall it correclty at E3, just checked my notes. The only one they were talking clocks on was the Ultra
