Moving Xbox Profile

I'd like to move an XBox 360 profile (not an XBOX Live profile) from an xbox 360 hard drive to an XBox Arcade unit (built in 256 MB memory).

Can I do this without a memory card?

Is it as simple as plugging in the hard drive to the arcarde unit and "moving" the profile to the internal memory?

not to "internal" memory but to a separate 256 memory card, yes. Just Move from HDD to Memory unit

Internal memory is treated just like a memory card. It should in theory allow you to move from hard drive to internal memory with no problems.
