We don't comment on unannounced products, so I can't answer some of your questions.

The depth clamp functionality is in GeForce3 and GeForce4 Ti already, though, and it will be available in drivers soon.

Now, I'm not really sure what is GL_DEPTH_CLAMP, does it have something to do with the two-sided stencil testing R300 & NV30 support or is it something else?

In case it is just that, does it mean that GF3/GF4TI cards will get two-sided stencil testing in a future detonator set?

No. It means gf3/4 can disable fragment clipping on the near/far plane.
It should be useful in some shadow stencil techniqus that otherwise need a special projection matrix modified to translate the far plane at the infinite.
Disabling the far plane fragment clipping one can use such stencil shadow tecnhniques with a standard projection matrix.
