I wonder if the blur effects are post-processed? That said, it does make the game look better in motion.
(note: These blur effects I mentioned are not caused by the PAL feed, since the other link shows it more explicitly during turns.)

They use motion blur and some filtering for the scratched up film look for this game.
Yeah, I know that, but I noticed the blur effects appear mostly during swift turns.

That said, can those effects be implemented on the fly, like for a game such as The Conduit (which uses different kinds of depth of field, but not the motion blur seen here)?
 
They have a couple of "making of HOTDO" videos on youtube. They talk about the graphics, so you might want to check those out.
