Clay shader

How would one go about programming a shader to make an object look clay-like? I mean phong essentially simulates plastic and clay is close to plastic in terms of looks or it is much more complicated than that?
 
I'm 100% ignorant regarding programming shaders but I'd say that plastic looks very different than clay.
Clay is porous and rough, whereas plastic is smooth.

Unless you mean glazed clay...
 
Plastic does indeed look very different from clay but really I'd said plastic and phong lighting because I'm interested in whether it's case of changing the lighting model or something else.
