    Weird. Tried Omega's drivers?

Could be a BIOS thing, I guess.

No, and to be frank I'm not really into TV stuff, but I seem to recall even HDTV using 16:9...

There used to be a registry key that would enable that option in the control panel for LCD users. Rage3DTweak supports the old key, you might try that and see if it still works.

That would work... if Rage3dTweak supported the radeon 9700 mobility, which it doesn't. :( Would love to try it though. You wouldn't happen to know which registry setting would you? :)

Tried it out. Has a registry key to enable the scaling to fit the screen. However, this is already there :) No fix/tweak to enable keeping the aspect ratio.

Also, someone mentioned trying the omega drivers. I have. I've tried about 15 different driver revisions now, just for the heck of it. Bios... well, flashing the bios on a mobile graphics chipset in a laptop is even more dangerous then in a desktop card. If it goes wrong... you're really, really screwed.

EDIT: Oh, and to get rage3d Tweak to install, you have to add the radeon 9700 manually to the install's inf file. Just fyi.
