The DF video I watched the other day talked about the NES disk system that had kiosks where you could copy games to a disk. Does that count as downloading?
There was also the SNES satelaview that allowed you to download games that were broadcasted over satellite. That's the oldest system that I know of that allowed you to download games from a remote source while at home.

I think that SNES add-on had memory to store games as well.

Through GameLine, a cartrige that connected to your phone line and could download new 2600 games, for a fee, and store them in its internal RAM. Some of the executives behind it went on to create AOL years later, and make themselves millionaires along the way.
