Are we sure the supposed die shot isn't some sort of funky marketing image render? If not and despite the GPU being obviously a specialized unit for upcoming automotive needs, the transistor count and die area for the GPU sounds massive for 512 SPs.
 
It's an automotive oriented product. You don't know what kind of functional safety features it has included, even in the GPU. It can blow up transistor size dramatically.
Yeah a serious amount of safety being developed around the product; from the safety sensors generally with other cameras to analysing the driver with Drive IX.
That last point is pretty critical IMO when a lot of talk is around passing control back to driver or even taking control (fits more with professional transport world) such as a lorry driver falls asleep/illness/etc and this can be expanded to many diverse transport modes.
 
Going by the presentation.
Volta GV100 has 21bn transistors for its FP32/FP64/Int32 CUDA cores/640 Tensor cores at 815mm2.
Xavier is missing the FP64 cores, while having just 512 FP32 CUDA cores/INT32 cores (either 4 or 8 SM), the whole SoC has 9.1bn transistors at 350mm2.
Tensor structure may be subtly different for Xavier as well.

Regarding relationship to Pascal.
V100 has 42.3% more transistors than P100, and it has a similar increase in core count so it would not necessarily stand out when both have comparable core counts.
P100 with 15.3 bn transistors and 3584 FP32 CUDA cores/half FP64.
V100 with 21.1bn transistors and 5120 FP32 CUDA cores/half FP64/640 Tensor cores
