I would assume it'll coincide with the release of the slim, or the PS conference so around 7-14 of September would be my guess.

For the reference, 3.0 beta started on September 2. And 3.0 got released on September 30.

Just a heads up, I would double check your RGB Range setting in the sound and screen section after you update to 4.00. I'm pretty sure I had my RGB Range set to RGB Full to match my TV prior to the update, but after the update it set it to automatic, which incorrectly detected my TV's RGB range (which most devices can't do properly). I had to manually set it to RGB Full again.
