PCIe Lanes

Recently I noticed that an Intel i7-6700 only has 16 pcie lanes. But motherboards have some x1 slots in addition to the x16 slot. I was wondering if you use one of the x1 slots does the x16 slot operate in x8 mode? Or are there extra PCI-e lanes from the chipset that I'm not taking into account. Also the same thing for Haswell.
 
Thank you kind sir. Guess I should've checked wikipedia before making the thread.

edit - BTW are those pure pcie lanes because I seem to recall something about pins being "convertible" between sata, usb, and pcie. If thats the case then a MB with alot of USB ports and SATA ports might have all the extra lanes used for that instead of pcie.
