Unlikely. Dev interviews are strongly indicating they will hit 1080p.

The first gameplay video I saw of this showed Lara upgrading the bow at camp so you'll be all set there.

In fact the upgrade system looks more advanced this time round, and with some nice new abilities. Poison cloud arrows for example.
