Considering he's hanging from the rain gutter, that would have been to be a very solid rain gutter to support the weight of a full grown man without any deformation.

So yeah, probably a really clever decoration.

Yup, that's just a stuffed set of clothes with a hat on it. There are no people in the picture, that is the decoration.

I showed it to my wife and her reaction was exactly what I expected. She laughed a bit saying OMG, then turned to me with her deadly serious face and said, "NO.".
