If i have the following message:

!!! PLEASE ANSWER BY MONDAY, SEPT 27 (midnight) !!!

Does this mean i can answer on monday, or do i have to answer today?
 
Not sure, what timezone? It's still Sunday here. Usually for real deadlines/legal crap they include EST or CST for me so we know exactly when we're talking about.

If I told you to answer by 3:00PM, I would not mean 3:59PM. So that's how I read it.
 
I thnk he means which day is it

to me it means reply on or before sunday.
Midnight monday is 00:00 == 12:00am
thus 23:59 sunday is ok, 1 minute later is not

(u can check with your pc, just change the time to 11:59pm + see how the date ticks over)
 
Correct zed, i was interested in which day it is, as i am not stupid enough to think that 3PM means i can deliver at 3:59 (was a tad unsure about what day the wording of the message implied).

I was just giving a sort of analogy to illustrate that they probably meant "by the start of Monday".

So, when was it due?
