Is the 3 MB buffer to main reason for the Wii's horrendous image quality?

I know the Wii uses a lot of dithering in its games, but that's because of the small 3 MB frame buffer correct?

Also, the 3 MB is the reason why it's limited to only 24 bit textures, or is there another reason?
 
The GPU's outdated support for 24-bit frame buffer formats is the reason for 3MB.

So is it true that the Xbox had better graphics capabilities than they Wii then?
Inspite of the Wii's memory advantage?
Perhaps the programmable shader pipelines and OOO execution CPU, give it the edge.

I wouldn't buy a Wii, simply because I am shocked at how abysmally bad it is as a piece of hardware, and Nintendo are charging more than a 360 for it!

Yes because programmable shader FLOPS/$ is the one and only measure of console value.
