At max settings it was the problem with the Highest DoF option, it caused massive drops on the Geforces, made them trail their Vega counterparts. Reducing the DoF one notch made NVIDIA GPUs faster than AMD's. So It seems they fixed that issue in the new driver.

Anyway, seems NVIDIA is not really being their usual stellar selves about their driver support for new games. First it was Forza 7 and now Destiny 2 (there is also Async issue with Wolfenstein 2). That usually happens when their driver team is busy doing something else, Geforce Volta maybe?

Destiny 2: PC graphics analysis benchmark review
November 24th, 2017 update
Our Destiny 2 article has been updated. Both AMD and Nvidia now offer a driver that shows massive performance gains in Destiny 2. While AMD's optimized 17.11.2 driver already was included with up to 30% performance increases, Nvidia did a similar thing with their 388.31 drivers. Nvidia also gains over 30% in performance. All graphics cards have been retested, the charts have been updated to reflect this.

In Destiny 2 , my fps on Vega is very good in general, but in taxing scenes with a lot of npc's gpu usage drops even down to 40% (1440p maxed), totally tanking fps. During those events it's AMD's driver thread fully maxing one core. Granted my I7-3770k isn't really fast on today's standards.

Link corrected, they claim to the update improve performance under Direct3D 12 and Vulkan rendering mode. Surfing in the steam forum those rendering mode were not so optimized, especially the Vulkan mode which never gave better performance then Direct3D 11 rendering mode.
