Default Should i upgrade??

Sorry for my english. I'm austrian.

I own an older P4 1.8 with 512 SDRAM!!! (Yes SDRAM you read right )
RAM is running on 133 FSB on CL 2 btw.
I have a GF 3 TI200 in it and i am thinking about upgrading to an ATI Radeon 9700 non-pro.

I know the RAM is slow and slows the system but i wont buy an old mainboard for DDRRAM (old socket P4!!!) wich is old atm i buy it.

2 questions here: Will i get a huge performance boost or will the RAM limit the system so i don't even feel the difference?

The case has only 260 Watts power. A cdrw and a dvdrom driver and one HD are built in. I use onboard sound. I also have a TV-card installed.
Will i need to buy a better power supply?
(I read Radeons can kill the power supply when it's too weak! Is that true or can i just try and uügrade to a 400W one if it's too weak?)
