According to FiringSquad the 6800 Ultra can't overclock much.

They o/clocked the GPU to 435Mhz and the Memory to only 555Mhz (1110Mhz effective)

Well, I would attribute it to two possible reasons:

1. It's a reference board and is a new product altogether. That being said, retail boards might be better overclockers.

2. The core is nearly maxed out in its current revision and can only go so far.

Well, 35MHz more isn't too shabby in absolute numbers, and with a 16-pipe chip that is a fair chunk of extra fillrate.
