There is a fine line between:

(a) Sending a special driver to press which introduces more problems than it fixes, which is not approved by the benchmark's authors for which is it meant to be used, and which is never officially made available to the gamers. And:

(b) Releasing a hotfix beta driver for everyone to use, which fixes a bug which affects a number of benchmarks *and games*, and which is even approved by FutureMark.

Don't you see the difference?

Go and browse Rage3D and you'll see that the ATI hotfix driver does fix quite a number of game problems. The reaction of the actual gamers to this beta driver release seems to be quite positive, more so than the reaction to some of the recent official drivers. At least that's my impression.
