PC games and min reqs.

If this comes across as a dumb question, so be it. But I like to educate myself -

When the min reqs for a game are printed on the back of the box, does that take into account memory that Windows is using? I've been under the impression that it doesn't, but a friend of mine insists that it does.

It's intended to specify total system RAM that's physically present, regardless of whether or not it's being used by other software/apps. An individual could have an extremely clean bootup while another could have one that loads numerous tools/apps that take half the system's available RAM.
