P4 2.4GHz
DFI model: NB73-BC (intel 845E) chipset
Radeon 9700 Pro
Windows XP
512MB DDR SDRAM
SBLive
LAN 100Mbps
80Gb HD split into 2 partitions 7200RPM

My system use: 6xFSAA, 16x AF with max quality at 1152x768 (my res), friends res was at 640x480 with everything set to lowest possible.
UT2003, Face 3 CTF map with 14 bots runs min 9fps, average 25fps and max of 30 or so fps with max details untweaked.

On my system I get 43fps average, 36fps minimum and 87fps maximum, untweaked.
My specs: 1.8Ghz P4, 768MB RAM (SDRAM), Radeon 9700 Pro, SBLive, Flyview Video Tuner, LAN 100Mbps, 40Gb HD split into 2 partitions.

Both systems use Intel Aplication Accelerator and chipset installation utility was installed before hand. All latest drivers have been used.

The performance is beyond disturbing.

It's possible that the 768MB RAM (SDRAM) is having an impact on what the R300 is capable of.

It could be something running in the background. There could be an issue of a clean install of windows. Stuff left over from previous drivers.

We done a format, the same thing occured. I am the one with higher framerates along with the 768MB SDRAM, my friend has DDR. We have all the latest drivers, we tried disabling/enabling AGP FW. We also have tweaked and loaded defualts in the BIOS and in WindowsXP. We have nothing in the background either.

First try to switch the two Radeon 9700 Pro's to find out whether your friend have a bad card or not.

Also: Is this terrible performance consistent on other apps (3d as well as 2d) or are we just talking UT2003 here?

Other games too. Except old games such as Half-life and such.

I would try LeStoffers surgestion an switch the 2 cards.

Have you tried running 3DMark03 and look at the individual scores? Is he getting more in CPU score? If not it might not be the graphic card...

have you checked with dxdiag that D3D h/w acc. is actually enabled?

Well, so far placing all settings (ingame texture settings) and FSAA to 4x has seen performance improve from around 50fps average, 30min and 71 max in Face 3.

Is that normal?
